CHAPTER ONE

INTRODUCTION

Background to the Study

The issue of poor academic performance of students in Nigeria has been of much concern to all and sundry. The problem is so much that it has led to the widely acclaimed fallen standard of education in Lagos State and Nigeria at large. The quality of education depends on the Administrators as reflected in the performance of their duties. Over time pupils’ academic performance in both internal and external examinations had been used to determine excellence in Administrators and teaching (Ajao, 2001).

Administrators have been shown to have an important influence on students’ academic achievement and they also play a crucial role in educational attainment because the Administrator is ultimately responsible for translating policy into action and principles based on practice during interaction with the students (Afe 2001). Both teaching and learning depends on Administrators. No wonder an effective Administrator has been conceptualized as one who produces desired results in the course of his duty as an Administrator (Adediwura and Tayo, 2007).

Considering governments’ huge investment in public education, its output in terms of quality of students has been observed to be unequal with government expenditure. Consequently upon the observed deterioration in the academic achievement, attitude and values of students in public secondary schools one wonders if the high failure rates and the poor quality of the students is not a reflection of the instructional quality in the schools. In other words the ineffectiveness of Administrators in classroom interaction with the students could be responsible for the observed poor performance of students and the widely acclaimed fallen standard of education in Nigeria. Poor academic performance of students in Nigeria has been linked to poor Administrator’ performance in terms of accomplishing the teaching task, negative attitude to work and poor teaching habits which have been attributed to poor motivation (Ofoegbu, 2004). It has also been observed that conditions that would make for effective teaching such as resources available to Administrator, general conditions of infrastructure as well as instructional materials in public secondary schools in Nigeria are poor (Oredein, 2000). These prevailing conditions would definitely show a negative influence on the instructional quality in public schools, which may translate to poor academic performance, attitude and values of secondary school students.

Although Administrator’ strong effect would significantly influence students’ academic achievement, other factors such as socio-economic background, family support, intellectual aptitude of student, personality of student, self-confidence, and previous instructional quality have been found to also influence students’ examination score (Starr, 2002) either positively or negatively.

To this end, Blankstein (1996) had stated that students’ grades and test scores are not good indicators of the quality of Administrator’s instruction. In support of this view, a study carried out in Nigeria by Joshua et al. (2006) showed that Nigerian Administrator condemn the use of student achievement scores as indicators of Administrator’ competence, performance or effectiveness. Since students’ academic scores are not the only predictors of Administrator’ effectiveness, researchers have sought other fairer ways of evaluating Administrator’ effectiveness. Students, administrators, colleagues and the Administrator’ self evaluation have been used to evaluate Administrator’ effectiveness. Students’ competence in the evaluation of the effectiveness of their Administrator has been of great concern to researchers in education. However, studies have shown that students’ ratings are valuable indicators of Administrator’ effectiveness. Despite the fact that there are research reports in support of students’ rating of their Administrator’ effectiveness, Nuhfer (2004) and Pozo-munoz et al. (2000) warned that students rating should be one of a comprehensive evaluation system and should never be the only measure of Administrator’ effectiveness.

The school administrators’ evaluation has also been used to evaluate Administrator’ effectiveness. The accuracy of school administrators’ evaluation of Administrator’ effectiveness has also been studied. Jacob and Lefgren (2006) found a positive correlation between a principal’s assessment of how effective a teacher is at raising students’ achievement and that teacher’s success in doing so as measured by the value- added approach. The above study suggests that administrator’s rating may also be one of a comprehensive evaluation system to measure Administrator’ effectiveness in secondary schools. The literature reviewed indicates that effective Administrator.

Statement of Problems

There is a mounting pressure at the secondary level to resolve the issue of poor and declining academic performance of Nigerian students in external examinations frustrated with decades of low achievements in students’ academic outcomes, policy-makers and researchers are concerned about proffering solutions to the problem.

Unqualified Administrator, unqualified administrators/inexperienced administrators and poor/inadequate facilitators are among the problems plaguing most of the secondary schools in Lagos State. These problems influence any school administrator and students academic performance in secondary schools in Lagos State.

Purpose of the Study

The purpose of this study was to examine school administrative problems and students academic performance in Education District IV of Lagos State. The study seeks to examine the following objectives:

To ascertain if perceived attitude of school administrators would influence students’ academic performance in secondary schools.
To examine if adequate school facilities would influence students’ academic performance in Secondary Schools.
To find out if management styles of school by administrators have effect on the academic performance of students.
To examine the administrative efficiency that contribute to or responsible for academic performance of students in secondary schools.

Research Question

In assessing the purpose of the study, this research project will answer the following questions:

How does the attitude of school administrator influenced students’ academic performance in secondary schools?
Does school facilities have any effect on students’ academic performance in Secondary Schools?
How does management style by school administrator influence the academic performance of students?
What are the administrative efficiencies that affect the academic performance of students in secondary schools?

Research Hypotheses

In carrying out this research work the following hypothetical statements are buttressed to serve as a direction on which the work will be premised:

H₀₁: There is no significant relationship between school administrator’s attitude to work and students’ academic performance in secondary schools.

H₀₂: There is no significant relationship between availability of school facilities and students’ academic performance.

H₀₃: There is no significant relationship between school administrator’s management style and students’ academic performance in secondary schools.

H₀₄: There is no significant relationship between school administrative efficiency and students’ academic performance in secondary schools.

Scope of the Study

The research work examines school administrative problems and students academic performance in specify Local Educational District IV in Lagos State. The research study will be carried out in ten selected Secondary Schools in Yaba, Lagos.

Significance of the Study

This study will enable Ministry of Education to know the state of school administrator in Nigerian Secondary Schools so as to provide an insight through which the problems could be resolved. It will also be of great importance to the students by broadening their knowledge about the effect of school administrator on academic performance. It will also help the society to appreciate an effective administration of school as an agent of political, social and religious development of a community which can compel them into passing the right judgment and taking the right decision that affect their lives and existence. The study will serve as an eye-opener to stake-holders in school by providing them with insight on how school administration should be managed.

Definition of Terms

School Administration: it involves Planning, organizing, directing, and controlling human or material resources within a school, college, or university.
Student Performance: This shows the result of students’ assessment, test and examination. It can be said to be the accomplishment of students achievement measured against preset known standards of accuracy, completeness, etc
Secondary School: Secondary education is the stage of education following primary education. Except in a few countries where only primary or basic education is compulsory, secondary education includes the final stage of compulsory education. However, secondary education in some countries includes a period of compulsory and a period of non-compulsory education.
School Administrator: a person legally vested with the right of administration of school affairs.
School Facility: School facilities are buildings and grounds, parking lots, playing fields and fixed equipment that are within the school environment.
